Baier is a nationally-recognized federal growth executive with more than 15 years of experience driving contract wins, shaping BD infrastructure, and delivering measurable revenue growth across the government contracting ecosystem. She brings a rare combination of strategic vision, operational discipline, and executive-level presence to our firm.
A decorated GovCon leader, Baier is a 2026 AFFIRM Luminary Award honoree, recognizing small business executives who lead the way in innovation and transformative technology for government solutions, and an inaugural 2026 FORUM Foundation Award recipient, one of a select group of professionals across the industry honored as “unsung heroes” in government contracting. These recognitions reflect not only her technical expertise but also the quiet, sustained influence she has had on the professionals, organizations, and missions she has served.
Throughout her career, she has consistently delivered results that speak for themselves: a 57% win rate on decided proposals, nearly triple the federal industry average, $11B+ in federal vehicle ceiling value, and over $120M in tracked contract wins spanning civilian and defense agencies, including NOAA, GSA, DoD, DHS, HHS, and the Smithsonian Institution. She has led capture and proposal strategy on landmark vehicles, including NOAA ProTech Weather & Oceans, GSA OASIS+, SeaPort NxG, and SEWP VI, and has supported $1.5B+ in client pursuits through her consultancy, Writegy, LLC, which she founded in 2009.
Throughout her tenure, Baier served as a direct partner to C-suite leadership, managing 40–60 federal proposals annually across 4–5 concurrent pursuits while maintaining a 100% on-time, compliant submission record. She built scalable proposal governance systems, led cross-functional teams of 10+ subject-matter experts per pursuit, and spearheaded a marketing strategy that generated 42,946+ LinkedIn impressions and a 65% year-over-year increase in engagement.
Baier holds an MBA with a concentration in Marketing from Southern New Hampshire University and a B.A. in English and Professional Writing from the University of Baltimore.
